Sharjah permits guide
Sharjah publishes its permit routes but almost none of its prices. Here is the route a home renovation takes, who is allowed to file it, and what the Municipality holds back until the site is clean.
Permits
The renovation permit Sharjah City Municipality issues for a home is a maintenance permit. It comes from the Municipality's Inspection and Follow-up Section, and it carries a refundable deposit that is paid back once the work is finished and the site is clean. Structural, modification and expansion work takes a different road: drawings approved through an engineering consultancy the Municipality has accredited, then a building permit. We read every service page the Municipality publishes on 18 and 19 September 2026; this is what they say, and what they leave out.
Do I need a permit to renovate a villa in Sharjah?
Yes. A residential renovation runs on a maintenance permit issued through Sharjah City Municipality's Inspection and Follow-up Section, with a refundable deposit. If the work changes the structure, adds floor area or modifies the building, an engineering consultancy accredited by the Municipality must file the drawings for approval and, for additions, the reinforced-concrete building permit. The Municipality works out modification fees case by case, so there is no fee table to quote in advance.

The last row is there because the name travels. People ask about the décor permit for villas, but the Municipality's own description limits it to decoration of trading shops and sheds in industrial areas; a home is not on it. Nor does Sharjah run a separate swimming-pool or landscaping permit: none of the 130 services on the Municipality's e-services index covers either, so a private pool or garden structure would fall to the drawings route through an accredited consultancy. That last step is our reading of the catalogue, not a Municipality statement.

Through the Municipality's deposit refund service, which names the maintenance permit among the permits it repays. The site must be duly cleaned first. If the deposit receipt is in a contractor's name, that contractor must have no outstanding violations, and the refund conditions turn on whose name the receipt carries. So agree in the contract who pays the deposit and who recovers it, before the money is paid.
Structural change starts with Approval of Engineering Drawings, and only an engineering consultancy office accredited by the Municipality can log in to file it. For new projects the consultant calculates the fees in the system; for modification and expansion projects the Municipality's own engineers calculate the fees and any violations, then send the consultant a payment link. The consultant also commits to tell the owner about the Municipality's standard contract form and to hand over the original supplier guarantees for the materials used. Sharjah's structural audit, requested before concrete is poured, makes green concrete mandatory for all structural elements of housing projects and checks that the engineers on the project hold valid Municipality cards.
Two authorities share the job. Sharjah City Municipality classifies contracting and consultancy firms into numbered categories, and its classification service ends with the instruction to visit the Sharjah Department of Economic Development to complete licensing. The categories form a ladder that firms can apply to climb, and the 6th category is restricted by licensed activity. Violations are public. The Municipality runs lookups for contractor and consultant violations, and an open violation blocks new permits, renewals and even deposit refunds. Sharjah Electricity, Water and Gas Authority (SEWA) handles all three utilities, which is why gas turns up in Sharjah paperwork and rarely elsewhere: a building project's gas connection drawings must be sealed and approved by the consultant, and a completed building needs SEWA inspection certificates for electricity, water and gas. Night work is narrow. The night-time concrete casting permit covers only raft or roof pours from 10 p.m. to 6 a.m. in commercial or industrial areas, and the Ramadan night-work permit expressly excludes construction companies working after midnight. The federal midday break applies too: no work under direct sun from 12.30 to 3 p.m., 15 June to 15 September.

Not in any process a developer publishes. We checked Arada (Aljada, Masaar, Nasma Residences), Alef Group, Majid Al Futtaim for Al Zahia, Sharjah Sustainable City, Eagle Hills for Maryam Island and Tilal Properties, and none of them publishes a homeowner alteration NOC, fee, deposit, working-hours rule or turnaround. The only published rule set is Tilal City's development guidelines, written for new buildings: black, fluorescent and intense primary colours are prohibited, glass façades must be non-reflective, and setbacks follow the Sharjah Directorate of Town Planning and Survey. Ask your community management in writing before work starts, and keep the answer.
Under Executive Council Resolution No. 26 of 2014, foreign nationals in Sharjah hold a usufruct right of up to 100 years rather than freehold, in areas the Government of Sharjah designates and with the Ruler's approval, according to the UAE government portal. At least one developer, Alef Group, advertises freehold ownership to all nationalities at Hayyan, and no authority source reconciles the two. Check what your title allows before you brief anyone.
