Abu Dhabi permits guide
Two permits, two different applicants, and the homeowner files neither. Here is which one your job needs, what Tasareeh charges on the plots it reviews, and how long the Department of Municipalities and Transport takes.
Permits
The renovation permit Abu Dhabi homeowners need is decided by one line that the Department of Municipalities and Transport (DMT) draws itself: whether the work changes interior spaces, cuts new openings or affects the structure. Cosmetic work runs on a maintenance permit that the contractor files. Anything that moves a wall runs on a building permit that only a licensed design consultant can file. The facts below come from DMT's procedures guide, TAMM service cards and Tasareeh's published documents, read on 18 and 19 September 2026.
Do I need a permit to renovate a villa in Abu Dhabi?
Yes, but you do not apply for it yourself. Maintenance, improvement or decoration that leaves interior spaces, openings and structure alone needs a Maintenance Permit, filed by a contractor registered in DMT's classification system; TAMM lists it at 7 working days. Internal or external modifications need a Building Permit, filed by the design consultant only, at 10 working days. Since August 2025 contractors may secure approval directly for minor works, which include extensions up to 25 m², pools, canopies and fences.

The Al Ain and Al Dhafra figure is the only regional split DMT publishes. TAMM describes the maintenance and building permits as having "no additional costs", which means no platform charge; the design review, the registered contractor and the waste obligations below still cost money. For a villa with no drawings on file, a common problem in older stock, the missing-plans service comes first.
On 29 August 2025 DMT announced a simplified procedure that lets contractors secure approval directly for minor works on residential properties, villas, farmhouses and holiday homes. DMT's own list: cement and metal structures, extensions up to 25 square metres, non-structural interior or exterior modifications, general maintenance and interior finishes, swimming pools, canopies and shaded structures, and putting up or altering fences. Two months earlier, on 18 June 2025, DMT launched Binaa, its construction-permits platform, whose first phase covers new private villas; MePS remains the permit system underneath.
Tasareeh Engineering Services is Aldar's delegated permit reviewer, working with DMT on the plots within its scope, which is not the whole of Abu Dhabi. Unlike DMT, it publishes a fee structure, dated January 2025.

Add the first four rows and a single-villa modification carries about AED 5,900 in published permit fees before a contractor prices anything. Set against the AED 150,000 at which UAE companies start a full villa renovation, it is small, but it belongs on the quote. Tasareeh's maintenance-permit service card splits its 7 working days into 2 for review and 5 for a site inspection, and it lists the documents: the owner's assignment letter to the contractor, a health and safety plan, the contractor's commercial licence with a maintenance activity, architectural and façade drawings, and a waste-transporter contract and waste management plan approved by Tadweer.
Ask which permit your job needs
DMT grades contractors from Special down to Sixth by the value of projects already completed: AED 240,000,000 for Special, AED 15,000,000 for Fourth, and nothing for Fifth and Sixth, which are granted without prior projects. Its public register lists 5,232 classified firms, each with a one-to-five-star evaluation. The maintenance route checks for a record in the classification system and a live commercial licence that includes a maintenance activity, but no grade. Electrical work adds a second gate: under the Electricity Wiring Regulations 2020 only contractors approved by the distribution company may work on an installation, and raising connected load by more than 10 percent needs its approval. Abu Dhabi has authorised construction hours, and working outside them takes a formal extension, but DMT does not publish the clock times. The federal midday break applies: no work under direct sun and in open places from 12.30 to 3 p.m., 15 June to 15 September. Waste is where the fines are heaviest. Under DMT Administrative Decision No. (220) of 2024, dumping construction debris where it is not allowed costs AED 100,000 for a first offence, AED 200,000 for a second and AED 400,000 after that, and dust or debris at a site's perimeter AED 2,000, 4,000 and 8,000. In the Capital district's villa zones, the Capital Development Code of September 2022 caps height at 18 m and three floors, plot coverage at 70 percent, and a detached majlis or service block at 6 m, ground floor only.
In an Aldar-managed community, work also needs the prior written approval of the Owners Union Director, and starting without Review Committee approval carries an AED 10,000 fine under the community handbooks; our Aldar rules guide has the detail and the evening cutoffs. On Al Reem and Al Maryah islands, which fall under ADGM, ADGM issues no building permits: the permit still comes from DMT through TAMM, with Tasareeh where the plot is in its scope. ADGM's part is strata-title consent under its Strata Title Regulations 2015, By-Law 3(2), alongside the tower's Owners Union.
