The safest schedule pays for things you can check. In the UAE the authorities and developers already record most of them: permits issued, inspections passed, certificates granted, deposits released. Here is how to hang payments on them.
Payments
A renovation payment schedule decides who carries the risk at every point of the job. Pay too much too early and the contractor holds your money before it has done anything you can check; pay too little and a good contractor walks away. The way through is to tie each payment to a stage that someone other than the contractor can confirm, and in the UAE that someone is usually an authority, a developer or an inspector whose record you can ask to see.
What is a normal payment schedule for a renovation?
One tied to stages rather than dates: a first payment when the contract is signed and the approvals are applied for, stage payments as work you can see is done and inspected, and a final payment only after the completion certificate is issued and the snags are fixed. Percentages are a matter for you and the contractor, and no authority publishes a standard. What should never move is the trigger: each payment follows a stage with a document behind it, not a date on a calendar.

Not every job passes every row. Simple maintenance on Dubai Municipality land, such as painting and new floors, needs no permit or completion certificate at all, so its stages have to be defined in the contract instead: strip-out finished, first fix inspected by you or your consultant, finishes complete, snags cleared. Structural or modification work always produces the documents, and the schedule should use them.

Several deposits in a UAE renovation are held by someone other than the contractor, and they are useful because they only come back when the work passes. Nakheel takes a refundable deposit from the appointed contractor with the site-access NOC and releases it after the Trakhees completion certificate and a clean villa status report; its 2023 villa design codes set the deposit at AED 10,000, but Nakheel took those codes down when Dubai Holding Community Management took over and DHCM's 2026 rulebook publishes no amount, so confirm it with the community office. Town Square takes AED 5,000 for a major alteration. Ajman holds insurance on a building permit at AED 2 per m², at least AED 2,000 for a villa, and repays it within 7 days of completion. Sharjah returns its deposit only once the site is clean and the contractor has no violations. Agree in the contract who pays each of these and who gets the money back, and treat their release as a milestone in its own right.
Hold it until three things are in your hands: the completion certificate where the work needed one, a written snag list with every item closed, and the handover documents. Those documents are specified in places. Sharjah's building permit conditions make the consultant hand the owner the original supplier guarantees for the materials used. Ajman's completion certificate requires a roof waterproofing warranty from the contractor. Abu Dhabi's wiring regulations require an amended Electrical Installation Certificate after any electrical alteration, with one original going to the owner. Dubai Holding Community Management inspects within about 21 days of the completion notice and gives 30 days to put right anything that fails, so a final payment made before that inspection gives away your best leverage. None of these proves a contractor is dishonest. Each one moves risk onto you, and a contractor confident in its work rarely needs them. The fix is usually one line in the contract rather than a different contractor, and the quote checklist shows where each line belongs.
Two authorities publish one. Dubai Municipality publishes guidance contract forms for construction contracting on private villas and for engineering consulting services. Sharjah City Municipality issues a standard contract form, and its drawing and building-permit services make the consultant commit to telling the owner about it; a unified contract is published alongside them. Starting from an authority's form means the payment clauses begin from a neutral text rather than the contractor's own.
