Renovation permits in Ajman

Every renovation permit Ajman Municipality and Planning Department issues comes with a published fee and a stated duration, which neither Sharjah nor Dubai Municipality offers. Maintenance work runs on a maintenance permit that an individual owner may apply for. Architectural or structural change runs on a modification request that ends with a reissued building permit. Which Ajman services does a renovation use?

Every service signs in with UAE PASS, and the Municipality's permit system, AMAR, sits behind online.am.gov.ae; fees can also be paid in the AjmanOne app. Compare that with Sharjah, where a modification fee is worked out per application by Municipality engineers and published nowhere; our Sharjah permits guide sets out that route.

What does the maintenance permit ask for?

• The building owner's ID card and an updated site plan.
• The maintenance contract.
• A supervising consultant's contract, if the work includes modifications.
• A no-objection letter from the property owner, if a tenant lives there.
• Civil Defence and Health Department approval of the plans.
• Architectural plans, if there are modifications or exterior paintwork.

The process includes a site inspection before the permit is issued: sign in, submit, pay, book the inspection, then receive the permit. The two conditional items are the ones to watch. Exterior paintwork or any modification pulls architectural plans and a supervising consultant into what would otherwise be a simple maintenance job. A deposit attaches to the maintenance permit itself, since the Municipality's refund service lists maintenance permits among those it repays, but the catalogue does not state its amount.

Renovation permit Ajman rules for structural changes

A modification request (service 3283) needs approved architectural or structural drawings, the modification form and the approval of four service entities: Etihad Water and Electricity, Etisalat, Ajman Sewerage Company and the General Department of Civil Defence, with Civil Defence waived for residential and agricultural buildings. Its outcome is the building permit reissued with the approved changes. If the work adds area, the building-permit fee schedule applies: an AED 50 application fee for private residential work, AED 3.5 per m² with an AED 200 minimum, AED 200 each for a boundary wall, an annex or a shade structure, a technical report at AED 1,000 where required, and insurance at AED 2 per m², with minimums of AED 1,000 for annexes and AED 2,000 for villas. Adding a full floor or a roof is its own service, charged at 5 percent of the land value scaled by the share of floor area gained.

Who is allowed to carry out the work?

Contractors and consultants need the Municipality's professional practice accreditation (service 3287, AED 200, 2 days), which asks for an up-to-date employee disclosure, a Society of Engineers card and the office size in square metres. Ajman does grade them: service 3285 upgrades a firm's classification category for AED 200 in 2 days, though the categories themselves are not published. Some services go further and require a contractor's licence issued in Ajman itself rather than another emirate's. On the electrical side, Etihad Water and Electricity publishes its approved low-voltage consultants in two categories, above 2,000 kW and 2,000 kW only, with an expiry date on every row. Handover, certificates and refunds

The completion certificate (service 3395) costs AED 500 for a residential villa and takes 2 days, and it gathers sign-offs most emirates never ask for: a preventive safety letter from Civil Defence, clearance from the Department of Roads and Infrastructure, a Makani number from the Department of Spatial Information Systems, a security certificate from Ajman Police, a telecom completion certificate, a sewage completion form, and a roof waterproofing warranty from the contractor. Once it is issued, the insurance refund service (3397) returns deposits paid on building, maintenance, demolition, canopy and contractor-change permits within 7 days, free, by bank transfer or cheque.

Developers, freehold and jointly owned buildings

No Ajman developer publishes renovation rules, Al Zorah included, although its developer, a joint venture of Solidere International and the Government of Ajman, states that foreigners may own 100 percent there. The Department of Land and Real Estate Regulation shows the developer's role in another way: registering the sale of a unit needs a clearance or NOC from the developer, and its fee table carries a separate NOC for jointly owned property at AED 500. Its sale fees also distinguish buyers, 2 percent for citizens and GCC nationals and 3 percent for non-citizens, which is authority evidence that non-citizens can register ownership in Ajman, though no authority page names the freehold zones.
