Developer NOC guide
Every alteration to an Emaar home needs Emaar Community Management's approval before work starts. Here are the published fees, the documents, the turnaround and the working hours, including the two places Emaar's own sources disagree.
Emaar
The Emaar community NOC is issued by Emaar Community Management LLC (ECM), the developer's own community-management arm, and it covers any alteration to a villa, townhouse or apartment in an Emaar community. Owners apply through the community portal's Home Modifications item. Contractors then register for community entry permits at ecmpermits.ae. The NOC confirms the work meets ECM's guidelines and, where they apply, those of Dubai Municipality, the Dubai Development Authority and Dubai Civil Defence.
How much does an Emaar NOC cost?
Emaar's published schedule charges a non-refundable AED 500 review fee, then AED 1,000 for a minor-works NOC or AED 2,000 for major works, with the review fee deducted from the total. Soft landscaping, paving and external painting cost AED 100. Added gross floor area or built-up area carries a further fee whose rate Emaar does not publish. Minor and major works are processed within 3 business days of complete, correct documents. The schedule is Emaar's 2022 factsheet, still the only one it publishes openly.
The reviewing engineer may ask for more. Separately, the contractor registers on ecmpermits.ae with a trade licence copy, the manager's passport with visa page, the manager's Emirates ID, and the representative's passport, each file up to 5 MB.

Internal painting, furniture, electrical fixtures and accessories, and regular maintenance need no NOC, but every contractor still needs an entry permit. Some work is simply not permitted. In villas and townhouses: changes to external elevations and structural walls, and in townhouses, balcony enclosures and extensions. In apartments: structural work or removing walls, removing existing tiles (new tiles may be laid over them), and removing, relocating or covering MEP and firefighting systems. That list shapes what is possible for kitchen and bathroom works in an Emaar tower before any design is drawn.
Emaar's own sources give different working hours, and they do not all match. Quote the one that applies to your building and show the others to your contractor rather than picking the most convenient.

The 2026 rulebooks are the newest and most specific, and they give apartments an hour's head start over villas. Dubai Hills Estate is the one Emaar community that publishes both rulebooks, so a villa owner and an apartment owner there start noisy work at different times. The 2026 villa rules also limit bulk deliveries and removals to Monday to Saturday, 10 AM to 1 PM, define noise as excessive if a neighbour can hear it indoors with windows and doors closed, prohibit solar panels visible from common areas, and allow one contractor sign per unit, no larger than 90 by 65 cm.
Ask about your community's rules
Emaar's factsheet states that the Home Modifications service covers all Emaar communities except Burj Khalifa, Emirates Hills and Dubai Hills Plots. It does not say what replaces it, and ecmpermits.ae does not list Emirates Hills among its communities. We have not been able to confirm the route for those three from any published source, so treat any fixed fee or timeline you are quoted for them as something to see in writing from Emaar first. The same caution applies to the added-area fee: Emaar confirms it exists but publishes no rate.

Emaar's published consequences for unapproved work are the loss of the defect liability warranty, being unable to transfer or resell the property or apply for a title deed, and violation notices from Emaar or the authorities. The contractor risks an AED 5,000 fine and a ban across Emaar communities for misusing an NOC or repeated violations. The 2026 villa rules also make residents solely responsible for violations their contractors commit, and the NOC must be displayed at the site while work goes on.
