Developer NOC guide
Nakheel's 2023 villa design codes set out what most developers keep behind a login: the application types, the chain through Trakhees and what is never approved. Here it is in the order your contractor will meet it, with the fee and deposit confirmed at application.
Nakheel
A Nakheel villa NOC is the developer's written consent to alter a villa in a Nakheel community, and Nakheel's own villa design codes set out eight types of application for it. The codes were published by Nakheel Community Management for Palm Jumeirah, Jumeirah Park, Jumeirah Islands, JVT, Al Furjan and Nad Al Sheba Villas, dated February to April 2023. The communities are now run by Dubai Holding Community Management, and Nakheel took the codes down from its live site during that move, so the design rules below come from Nakheel's own documents while the fee and deposit are confirmed with the community office.
How much does a Nakheel villa NOC cost?
Dubai Holding Community Management's 2026 rulebook, which now governs these communities, takes a fee before it processes an application but publishes no amount. Nakheel's 2023 villa design codes set AED 1,000 plus VAT for most applications, AED 5,000 plus VAT per item for an exceptional approval, a refundable AED 10,000 contractor deposit and an NOC in three working days, but Nakheel took those codes down when DHCM took over, so confirm all of it with the community office before you budget. Starting before approval costs more. The codes added a non-compliance charge to the application fee on work already commenced or completed, and Dubai Holding's 2026 rulebook fines work carried out without prior approval AED 2,000: a warning first, then the fine, then double the fine on a final notice.

Nakheel's codes also answer which authority is involved in these communities: the permit in the chain is Trakhees's Modification Permit. Before work: Nakheel NOC, then the Trakhees Modification Permit, then Nakheel's mobilization or modification site-access NOC against a refundable security deposit, then the security gate pass. After work: a Villa Status Report, the deposit refund and the Trakhees Modification Completion Certificate. The refund needs both the Trakhees certificate and a valid status report.
The codes list work that needs no NOC, though the contractor still needs a gate pass: like-for-like repair and maintenance, internal painting, wallpaper and decoration, planting and upstand planters, new tiles or paving at the existing level, refurbishing bathrooms and kitchens without moving walls, replacing cabinets, wardrobes and furniture, and plumbing and minor MEP maintenance. Portable barbecues, garden furniture, retractable shades, kennels, play equipment and side wooden gates without foundations are allowed too. Raising the garden level is not.
Pools follow shared rules too: at least 1 m from the plot limit, all plant, pumps, tanks and chillers fully underground, and a signed owner undertaking not to discharge excavation groundwater into sewers, drains or common areas.

Classify the job before quoting a clause, and never blend two. The 2024 handbook also asks for 48 hours' notice before cement mixers and trailers arrive, bars washing construction vehicles anywhere in the community, and requires workers to be dropped at the site in minibuses of at most 30 seats rather than walking through.
