Dubai permits guide
Dubai is at least six permitting regimes, not one. Find the authority for your address, the work that needs no permit at all, and who files the application, because it is almost never the homeowner.
Permits
The renovation permit Dubai homeowners need depends first on the land under the house and only then on the work. Dubai Municipality regulates the mainland, but Trakhees, the Dubai Development Authority, DIFC, DMCC and Dubai South each apply their own rules, and in a managed community the master developer's NOC sits on top. Everything below comes from the authorities' own circulars, service pages and procedures, read on 18 and 19 September 2026.
Do I need a permit to renovate in Dubai?
Often not. On Dubai Municipality land, painting, new floors, doors and suspended ceilings, and maintenance of electrical, plumbing and air-conditioning systems need no permit and no completion certificate under Circular 3-12-1 of 2022, provided a Municipality-accredited contractor does the work. Décor inside a unit of 100 m² or less needs none either (Circular 3-8-1 of 2021). Structural work, a change of use or added floor area always needs one, and a registered consultant files it, not you.

Ownership of the land decides it, not the name on the community gate. Law No. (16) of 2023 makes Dubai Municipality the planning authority for the whole emirate except land that a free zone or special development zone authority supervises. Decree No. (30) of 2017 puts land owned by Dubai Holding, Meraas and Al Shemal Holding under the Dubai Development Authority. Trakhees covers land owned by the Ports, Customs and Free Zone Corporation, Dubai World and their subsidiaries, and its founding decree names Nakheel among them.

JAFZA is a seventh regime, split between JAFZA, Trakhees, Dubai Civil Defence and DEWA, but it governs industrial and commercial units rather than homes. If you are unsure which row is yours, the unified site plan from Dubai Municipality (service 3708) names the land tenure, the landlord and the zoning of the plot.
Administrative Resolution No. (109) of 2022 sorts maintenance into three tiers, and Circular 3-8-1 of 2021 handles décor separately. Which one your job falls into decides whether anything is filed at all.
A tenant using the décor route also needs the property owner's approval, which the circular makes a condition rather than a courtesy.
Anything beyond those lists is a modification. Service 4127, Permit to Make Modifications or Additions to Buildings, states 3 working days and asks for the change drawn in colour: the location in yellow on the approved plan, the change in red on the proposed plan, and demolition in green. Villa extensions have their own service, 4117, also at 3 working days. The Municipality does not publish the fee for either, so ask your consultant to show it on the quote.
On Trakhees land any modification or fit-out of a completed building needs a Modification Permit from the Civil Engineering Division before work starts, under procedure PCFC-TRK-CED-MF-CP-01 (revision 2, September 2024). The permit must be revalidated if work has not started within six months. Nobody may occupy or use the premises until the Modification Completion Certificate is issued, which Trakhees targets at 3 working days, and a cancellation at 2. A refundable contractor deposit exists, but Trakhees does not publish the amount, and its service fee reads only "as per project specification". The people designing and supervising the work must hold a Trakhees Accreditation ID card. In DDA zones the contractor applies, not the tenant or owner. A Fit-Out Permit takes 2 working days, costs AED 0.90 per sq ft with a minimum of AED 200 and a maximum of AED 10,000, plus AED 20 in Knowledge and Innovation Dirhams, and is valid for six months. The application needs the contractor appointment letter, a copy of the Ejari and an NOC from the building owner. Circular 338 of 2019 removes the permit for units of 100 m² or less and for mall units, and Circular 318 removes it for painting, like-for-like ceilings, flooring and furniture. Structural work, a change of use or extra floor area is a Building Modification instead: AED 1,500 and 5 working days for the design, filed by a consultant, then AED 1.0 per sq ft of added area. DDA Circular 428 of 2023 is blunt about shortcuts: work without permits is stopped and the contractor is banned in DDA's system.
DIFC is the one place where the owner or tenant may apply directly: in third-party buildings, building management, the unit owner, the tenant or the appointed consultant or contractor can submit the NOC, which DIFC processes in at most five working days before the job goes to the DDA. In JLT, DMCC issues an NOC for a property owner's fit-out, one unit per request, and publishes no fit-out fee; its own handbook names a Dubai Municipality building permit, not Trakhees. In Dubai South, Dubai World Central Corporation is the authority itself, and its planning regulations ask for the full building-permit drawing set before an alteration NOC. It publishes no fee and no turnaround.

As soon as the job touches supply. DEWA accepts building NOCs only from enrolled consultants and contractors, and every builder service it lists is free to apply for; you pay only the estimate or connection cost it issues. A fit-out connection needs a landlord NOC in DEWA's format, with design approval and inspection at 1 working day each. More load or a temporary supply goes through Getting Electricity Permits and Connections, where the building NOC takes 2 working days. Moving a meter or a cable is an Electricity Network Modification, estimated within 10 working days. In buildings on district cooling, Empower's conditions of service say no one but Empower may open a valve or alter the chilled-water connection, so an air-conditioning change there starts with Empower, not the contractor.
In a managed community, yes, and it is a separate consent from the permit. Emaar's NOC costs AED 1,000 for minor works or AED 2,000 for major works in total, of which AED 500 is paid up front as a non-refundable review fee and deducted from the total, and it is processed in 3 business days; our Emaar NOC guide has the documents and hours. Dubai Municipality's Safety Guide for Construction Works defines day as 7 a.m. to 8 p.m. and sets noise limits by area: 50 to 40 dBA by day in residential areas with light traffic. Noisy work between 8 p.m. and 6 a.m. needs a night work permit (service 3457), and the neighbours must be told the time, duration and type of work. In DDA zones Circular 613 of 2025 allows construction only from 7 a.m. to 8 p.m. Across the UAE, work under direct sun and in open places stops between 12.30 p.m. and 3 p.m. from 15 June to 15 September. Community rulebooks add their own hours on top, which is why every developer guide lists them.
Before anyone is hired, check the contractor is accredited with the right authority. Tenants should read renting and renovating first, and owners unsure of their title can look up the freehold areas.
