Developer NOC index
Before a contractor lifts a tile in a managed community, the developer or its community manager has to agree. Here is what each major developer publishes, side by side, and where the detail lives.
Developers
Master developer NOC rules sit on top of the government permit, never instead of it. In a managed community the developer's consent is a private obligation under the community's own declaration and rules, while the permit comes from Dubai Municipality, Trakhees or the Dubai Development Authority in Dubai, or from the Department of Municipalities and Transport in Abu Dhabi. Most renovations inside a master community need both, and the developer usually wants to see the authority consent before it signs off.
Which developers publish their NOC fees?
Of the eight developers in the table below, three publish a current figure: Emaar (AED 1,000 minor or AED 2,000 major in total, including an AED 500 review fee paid first), Nshama for Town Square (AED 2,000 plus an AED 5,000 deposit for major works) and Majid Al Futtaim, which charges AED 5,000 plus AED 250 VAT to review alteration plans at Tilal Al Ghaf. Damac, Aldar and Dubai Holding, which now manages the Nakheel and Dubai Properties communities, publish no NOC fee.

Two rows need a caveat. Emaar's fees come from its 2022 factsheet, which is still the only schedule it publishes openly, so confirm them at the portal when you apply. Nakheel's 2023 villa design codes priced an application at AED 1,000 plus VAT, held an AED 10,000 contractor deposit and promised an NOC in three working days, but Nakheel took them down when Dubai Holding Community Management took over, and DHCM's 2026 rulebook publishes no fee, deposit amount or turnaround, so ask the community office before you budget.

Emaar Community Management issues the NOC through the Home Modifications item on the community portal, except in Burj Khalifa, Emirates Hills and Dubai Hills Plots, which its factsheet leaves out without naming another route; the Emaar NOC guide has the documents and the 2026 hours. Nakheel's design codes list eight application types and run the approval through a Trakhees Modification Permit, with the deposit refunded only after Trakhees' completion certificate and a clean villa status report; see the Nakheel NOC guide. Dubai Holding Community Management now governs Nakheel, Meraas and Dubai Properties communities under one 2026 rulebook, with separate rules for major and minor works, set out in the Dubai Holding NOC guide.
Fifteen Aldar community handbooks carry one identical clause requiring the Owners Union Director's prior written approval, with an AED 10,000 fine for starting without the Review Committee's approval. What varies is the evening cutoff for noisy work: 8 PM in most communities, 6 PM at Saadiyat Beach. Aldar publishes no approval fee, turnaround or deposit amount. At Town Square the tiers decide the fee. Removing a bathtub for a shower, replacing kitchen counters, false ceilings, new floor tiles and opening internal walls are major; replacing kitchen cabinets, wardrobes and doors or laying tiles over existing ones is minor; artificial grass, interior repainting and a shower glass partition fall under the AED 160 home-improvement tier. Apartments there may not remove floor tiles at all, only lay new ones on top. The same manual contradicts itself on order: one clause puts the authority consents before community approval, another puts them after.

Then write to the community manager before work starts and keep the reply, because silence online is not permission. It is the normal position outside Dubai: no Sharjah master developer publishes a renovation NOC process, and in Ajman no developer publishes renovation rules either, though the land department requires a developer clearance to register a unit's sale and charges AED 500 for an NOC on jointly owned property. The developer's hours usually bind the contractor more tightly than the authority's. Emaar's 2026 villa rules allow noisy work 10 AM to 1 PM and 3 to 5 PM, Monday to Saturday, and its apartment rules start an hour earlier. Dubai Holding allows major works 7 AM to 5 PM on weekdays and minor works 8 AM to 6 PM Monday to Saturday, noisy work 9 AM to 1 PM and 3 to 5 PM. Town Square allows 9 AM to 5 PM on business days with no overnight workers. Aldar's handbooks stop noisy work at 8 PM or 6 PM. Tilal Al Ghaf's declaration gives the developer the power to set hours but publishes none.
